Domestic Violence Awareness: Tiffany Foster Starks

March 1st, 2021. Tiffany Starks Foster was heading out to run some errands in Newnan, Ga located within Coweta County, mainly the grocery store. Possibly the Aldi that is located minutes from her house. She was wearing a black body suit that zipped down the back (possibly Nike brand) and heads out. At home, her fiancée and one of her daughters stays behind. Tiffany was a single mom of three kids who was working her way up in the world. She was recently engaged to her boyfriend. She worked as a security guard for Hello Fresh while attending Georgia Military College for Criminal Justice. That was her ultimate dream. To be able to indulge in the life of criminal justice and to be a solution to crime. Sadly, she herself would end up being a statistic. Tiffany never came home that day and has to date, never been found. She was just 35 years old.


In the 2020 census, Coweta County had a population of 42,000 people. Not a very large population but also not the smallest one. Another missing person, Blake Chappell, had been reported missing in 2011 and later found murdered. Later in the blog we will discuss why this was brought up. On that March Day, Tiffany's last text message sent out was to her daughter or mother (this is different in multiple articles) asking if she needed anything. Heading out of her complex, Creekside at White Oak, she headed down I -85 towards Atlanta. Her phone last pinged at 2:58 PM. The police checking all of the security cameras, never saw any footage of Tiffany entering or leaving the stores. Her sister Kim believes that she never even made it. Police state that they believe she was going to the Aldi Grocery Store about 7 minutes from her house. Her fiancée, Reginald Robertson stated that he began to get worried around 10 pm that night when Tiffany had not shown up. However, ne never called any of her family members or the police. Tiffany's mother was notified by granddaughter the next morning that Tiffany never came home last night and still had not shown up.

According to Tiffany's close family and friends she was very regimental. Meaning she kept the same routine almost all the time and never missed anything. The day after she went missing, Tiffany did not show up to her classes at school which prompted her family to file a missing person's report. Tiffany had a 202 Nissan Altima that she was very proud of and had just purchased not long before. On March 8th, her grey Nissan Altima was found about 30 minutes away in a town called College Park. Her keys, purse, and debit card were all found in the vehicle. Her cell phone to date, has not been recovered. From where her phone last pinged, it would have taken her 40-45 minutes to get to College Park from where she was. The mystery? Was she led there or was the car dumped by someone who had committed a sinister act? Also, Tiffany was supposed to board a plane to Texas to go and visit a friend on March 11th but never boarded or showed up in Texas.

The lead investigator on the case, Scott Kilgore, told the Newnan Times-Herald he suspected foul play from the start. The family and fiancée held a press conference on March 23rd begging for her safe return and any information the public may have. Reginald stood at the podium with a complete blank stare on his face, no tears, and a fake sniffling, asking for Tiffany's safe return. I have watched this press conference numerous times and I can see evil in his eyes. I can see no remorse, no sadness. As soon as I watched it, I knew he had something to do with her disappearance. Tiffany's sister Kim stated that while Reginald was speaking at the press conference, she could feel the vibe and energy change. She stated that he seemed off and for her, that set off alarm bells.

Kim also stated that her sister was not "thrilled" with the relationship, she just felt like she needed to stay with it and try and work things out. There had been accusations of domestic violence (details unknown) and in November of 2020, Reginald had been charged with kidnapping Tiffany and domestic assault. No details have come out about this incident as of yet. It makes you wonder if the police had acted faster and put him in jail on these charges, would Tiffany still be alive? After the press conference on March 23rd, Reginald actually moved Tiffany's car. Now, there is no information on where the car was or where he took the car, but he did move it. Robertson has been arrested and charged with the kidnapping and aggravated assault in reference to the November incident and is currently incarcerated, without bond, and awaiting trial on those charges. He was also charged with theft by taking when he moved Tiffany's car, but that charged has since been dropped.

Multiple agencies have assisted, Newnan Police, La Grange Police, GBI, ATF, US Marshals, and Homeland Security.

Why ATF and Homeland Security? And I have so many more questions than answers.

Premeditation? Did the kid at the house with Reginald see him leave? Was there a fight? Did he follow her? Did he have help? How did he get home after moving the car? This is just a few of the questions that I have. I cannot imagine how frustrated this has been for her mother, sisters, and especially her children. Unfortunately, Tiffany's case has not been publicized much outside of Georgia. The Gabby Petito case was also going on during this time frame and that took most if not all national news press. will keep my feelings about that to myself.


It has been confirmed that an indictment was handed up for Robertson on murder, burglary, kidnapping, concealing the death of another, rape, forgery, and financial transaction fraud. Per Coweta County Sgt. Toby Nix, who stated, "We cannot share any of the evidence yet, but we are confident in the charges. We have not located her body yet. Any leads that could possibly lead us to that, we are following now,” He said investigators with cadaver dogs have searched different locations in several counties with the help of other law enforcement agencies. Deputies haven’t ruled out the possibility that more than one person may have been involved in her disappearance. He had to have had help. There is no way he did this all on his own. Again, more questions than answers.


Again, on the day she disappeared she was wearing a black bodysuit that zips in the back. She has a tattoo that is heart shaped and says "Big Sis" with the date of 12-7-97 written underneath. She also has a large red birthmark. Hopefully putting this information out, someone will come forward with more information and possibly the whereabouts of her body. She was 5'2 and weighed about 220 pounds.
